Felix has over 35 years of experience in design and construction administration and serving as an expert witness for plumbing, mechanical, energy management and fire sprinkler and life safety systems. He has extensive experience with various HVAC systems, including central systems, central plants and variable refrigerant systems. He conducts HVAC systems functional analysis, inspections and functional testing, including testifying about installation, performance and standard of care. He investigates issues involving gas-fired comfort heating and air process systems and is experienced with designing and inspecting fuel gas piping, systems and components, and appliances.

He has designed, tested and inspected plumbing drainage and domestic cold and hot water systems, including water heaters, boilers, and recirculating and pressure control systems. He also brings experience designing and inspecting life safety systems such as sprinkler and smoke control systems and their controls. Felix has extensive experience with numerous control systems serving HVAC, plumbing, and process systems and is experienced with the design and inspection of kitchen hoods and ventilation systems. He is familiar with the design, testing and troubleshooting of Building Management Systems. As a design project manager, he is also experienced with contracts and procedures governing the interaction and responsibilities of institutional, commercial, government and residential systems.
