Lindsay Morgan serves as a Team Leader, Mid-Atlantic for Jensen Hughes and has built her career leading complex projects for numerous law enforcement agencies within the Department of Justice and Department of Homeland Security with Senior Executive Service-level customer relations, specializing in both mission and mission-support police reform, emergency management, and preparedness and response protocols. Her background includes experience working with cross-sections of government at the local, state and federal levels, along with diverse community stakeholders.
With Jensen Hughes, Lindsay served as Program Manager for the U.S. Department of Justice’s Office of Community Oriented Policing Services (COPS Office) and its Collaborative Reform Initiative through the $50 million IDIQ contract for police reform in nine cities across the country. This work included independent assessments of police department operations, including constitutional policing audits and bias-based assessments; community oriented policing strategies; development and application of crime-reduction strategies; and collaboration, community partnerships, and information sharing.
